OK, it turns out the FK relationship between virtualshelfcontents and biblio
already exists in the 3.0 codebase, and has existed for a long time.  Deleting
a bib in my current test DB removes the entry from the list, so this is a
WORKSFORME as far as Koha 3.0 HEAD is concerned.

I checked the SMFPL test database, and it appears that for some reason the
constraint is not present.  Can you confirm that the database was upgraded from
a 2.2.9 installation - it's possible that the problem ultimately lies in the
upgrade process.
