The t/override_context_prefs.pm module overrides C4::Context::preference to
allow some test scripts without database access to work better. Since this gets
loaded when the database_dependent.pl test suite is run, it makes it so that
you can't use C4::Context::preference at all.

I'd like to remove this module and refactor the other test cases so that they
don't depend on it.
