I think the meaning here is 'irregular publication pattern'.
Periodicity, to be a bit pedantic, refers to the length of
time between publications, where as frequency refers to the
number of publications in a given time period.  Thus, frequency 
is the correct term, at least from a mathematical view.
But we're talking about 'unpredictable' publication rather
than non-periodic.
