There a problem with the Circulation Rules option if you need to add a rule for
non-circulating items. Every time you put in "0,0", it disappears as soon as
you save it. 

The only workaround is to use the Alternate Circulation Rules option to create
these rules. However, if you return to the Circulation Rules option and click
the Save button, these rules disappear.

This problem is occuring on version 3.00085.
