Owen, as a cataloger, I'd want to know why I can't delete the item.  It may be
enough to not grey it out and have a pop up if there are items that says "There
are items attached to this record, delete items and record? or Don't Delete?" 
Some sort of confirmation or question posed to the librarians.

And you're right! I deleted a biblio from my catalog with no items - and at
Geauga I was deleting a biblio with items.
