The "No records have been staged" message is displayed even when viewing a
batch that has bib records in it.  In addition, the message did not distinguish
between when a batch has no bib records and when there are no bibs in batch. 
Finally, if a batch has no bibs, the buttons to commit or revert it should not
be available.
