When the opacbookbag preference is 'off' the cart is not available, but lists
still are. 

The "Add To" link in the top bar of the search results page also disappears
according to the value of the opacbookbag prefs. 

The "Add To" link should remain on the page with opacbookbag off so that
patrons can add items to lists even if the cart/bookbag is not available.
