Whenever you check out an item to a patron without any bills, the $0.00 debt
message appears. If you check the fines, there is just the normal 0.00 balance
message. The library is using independent branches.

This makes it so that you cannot easily check out multiple items because you
have to dismiss the error message.

Several libraries have reported this problem.
