Specifying a date in globalDueDate has no effect on circulation.
Changing the boolean value of SpecifyDueDate does not prevent user
from Setting arbitrary due dates.

Submitting a patch to pass the globalDueDate to the SpecifyDueDate input box.

This will thus interact with the SpecifyDueDate system preference with 
the following side-effect :

The globalDueDate  will be modifyable by circ staff at transaction time
if SpecifyDueDate is ON.  If SpecifyDueDate is OFF, the input is hidden,
and thus cannot be modified.
