OK, we're clearly disagreeing here.  I've marked it an enhancement because
unless I'm mistaken, Koha currently does not do this warning.  *Adding* new
functionality, particularly if the rel_3_0 version tag is to be believed, does
count as an enhancement. 

If you're saying that this functionality used to exist but doesn't work, please
provide details.
