Only the first 20 notices defined will display.  The script has partially coded
for pagination, but does not actually build a pagination bar.  You can
additional notices by adding "?offset=20" to the address line.

In my opinion, we should forget pagination here altogether, since (1) it
retrieves the whole dataset anyway and (2) the table sorter would be broken by
pagination.

The dataset is small enough and infrequently used, such that I don't think even
100 elements in one table is too many.
