The holds to pull report is not suitable for multi-library systems, as it does
not handle targeting.  Our libraries find the existence of two pick list
reports very confusing.  I suggest that the Holds to Pull report be wrapped in
a SingleBranchMode system preference, so that it will only display in that
mode.
