overdue_notices.pl : Logic for determining which patrons are to receive
notices seems broken in the case of a single notice (the first one) being
defined and no others.   

Steps to reproduce : 
 * set up overdue rules with first notice, and others left blank (N days).
 * run overdue_notices.pl with default max setting of M

Any patron with an overdue item between N and M days receives a notice
every time the script is run.
