overdue_notices.pl  concatenates all non-emailable notices into a single text
string, and dumps it into message_queue to be delivered to the library admin
email.   In some cases this data is truncated due to the db definition.  

Perhaps this should be handled outside the standard message_queue processing,
and left as a file output for the admin to handle?
