Josh and I chatted about this yesterday and he said that the problem is that
OCLC and LOC have different guidelines for this issue. The XSL stylesheet is
correct according to LOC's standard. Based on that information, I'm going to
mark this "invalid." I'd say the best solution is an enhancement to create
another stylesheet that fits the OCLC standard along with a mechanism to
designate which stylesheet to use.
