Let me preface this by saying - I feel this is one of those things that I think
is a bug that you may have a reason for.

Right now, if the only item(s) available for a biblio are marked as lost you
can place them on hold - but if the items are lost, then it doesn't make sense
to allow holds.

Is this a bug or something we need a system preference for like we have for
other hold exceptions?
