We should be consistent with verbiage.  OPAC Note should say OPAC note on the
patron record - now it says 'message to patron' and the same with library note
- it says circulation note.  

Either way is fine - just make it consistent across the board.  The same goes
for how it appears on the patron search results.

While you're at it a note to say that the OPAC Note appears on the patron
record in the OPAC (don't say the patron is a dummy) would be nice - so people
don't put the wrong stuff in there ;)
