I have a librarian asking to remove the tab for fines on the OPAC.

          o OWEN: Do we need a system-wide flag for fines being ON or OFF? I'd
like to be able to do the same for NPL
          o GALEN: some sort of flag, anyway - branch-specific might be better.
 In any event, I suggest filing an enhancement request.
