Interface allows staff to mark an item that is still accruing fines as paid or
to write it off.  The fines.pl script cannot handle this, and will result in
reapplication of fines to the account.

The status of a still-accruing overdue fine is 'FU' (for Fine Updating?). 
Payments should not be allowed against this accounttype.

Suggest a fix for this bug be included in a near-term 3.0 maintenance release.
