If a .koc file is large, process_koc.pl can time out before the processing is
complete.  To fix this, patch will be submitted to allow job to be run in
background, similar to the staging MARC import.

As a consequence of the patch, the UI for uploading offline circ files has
changed slightly.  One must select a file, click the "upload file" button, then
click the 'process offline circulation file' button.
