A customer reported getting logged out when trying to upload patron images -
even though they had the right permissions.  I tested and I don't get logged
out but I do get a 500 error when I try to go to the 'Upload patron images'
tool when I have a user set with the same permissions. The permissions are set
to '(batch_upload_patron_images) Upload patron images in batch or one at a
time'

I tried turning on '(import_patrons) Import patron data' but that didn't make
any difference I still get a 500 error.
