Koha is not ignoring characters with diacritics when searching in both OPAC and
the staff client. For example, if you search for the French playwright
"Molière", you will only find records if the term contains the grave (è)
accent. You will not retrieve records with the terms "Molière" AND "Moliere".

The problem is even more serious when you search authority records. If you have
an authority record for Molière, you cannot retrieve the authority record at
all. If you enter "Molière" or "Moliere", you will not find the authority. The
only way to find the authority is to look for personal author names starting
with "moli".
