The easy solution to appease both those that don't want this to happen and
those that do want this to happen would be to put it in the codebase and make
it a configurable option.

Along those lines, an option of how many overdues or how long the oldest
overdue is overdue, perhaps both, before workflow is interrupted would also be
preferable. You may not want to yell if someone has a single overdue, but throw
the warning if they have three, for example.
