In web browser, it is possible to choose prefered languages.
This information is sent with HTTP request in a variable:

  HTTP_ACCEPT_LANGUAGE

Koha is supposed to use this variable to choose template 
page language if KohaOpacLanguage cookie isn't set.
But it doesn't work.  

For example, if I have activated in Koha those 3 language:

  fr-FR, en, ar-Arab

And if in my browser, I choose those languages:

  fr-fr, fr, en-us, ar, en, ar-tn

Even without KohaOpacLanguage, 'en' templates are returned.
