Instead of using the staff/opac notes field in the patron record, this code
uses a separate messaging system.  It adds a new messages table and allows
either free text or pre-defined notes to be added to patron record (for either
library staff or patron).  For predefined notes, create (if necessary)
authorized value BOR_NOTES and add entries (examples: "Bring driver's license
next time you come to the library" or "You left your umbrella at the library"
etc.). 

On Checkout tab of patron record, click Add A New Message. Select from pulldown
whether it's intended for patron or library staff. You can either use the
pulldown for a canned message or enter text in the field. Notes to library
staff will show up on patron Checkout tab; notes to patron will show in OPAC.
When a message has been created, there will be a link next to it to delete it.
