Koha allows overdue fines to be paid on amounts that have accrued on an overdue
item before it is checked in. Library asked to mimic Horizon functionality,
where it separates previous fine and fee totals from amounts accruing on items
currently checked out. In Horizon amounts on items checked out are shown as
"overdue accrued amount" and the fines on returned items as "amount due". The
overdue accrued amount cannot be paid until the item is returned.  Controlled
by a syspref EnableOverdueAccruedAmount (on/off).
