Some public libraries in India charge monthly, bi-monthly, quarterly, annual or
life membership fees to patrons. This is the way they sustain as government
grants are inadequate. 
The fee amounts vary according to patron categories. For example students have
free / very low fees.
In KOHA staff client there needs to be facility to enter fee frequency against
each patron with default value.
The exact amount of fee needs to be looked up against patron type and fee
frequency. May be a new table with fee frequency, patron type and fee amount
columns; a form to enter / edit this and also associated staff permission
settings are required.  
A cron job should calculate due fees and post it to patrons account. 
A number of days overdue limit should be settable after which patrons can not
be issued books. 
When patrons pay fees,  receipt should be generated and be printable.
Daily, weekly, monthly, quarterly and annual fee collections reports are
required.
