Enhancement to block staff’s ability to check out items on hold, but include
supervisor override.  If the new syspref
DisableHoldsIssueOverrideUnlessAuthorised is on, trying to check an item out
that has a triggered (pending) hold will bring up an override screen.  The
checkout can only be allowed by a staff member with superlibrarian permissions.
