If on-shelf holds are allowed, limit the number of on-shelf holds a patron can
place in one day.  Uses a new syspref MaxShelfHoldsPerDay to set that number. 
For example, if the number is set to 5, a patron can only place five holds in
one day on titles with at least one item available.  The patron can place
additional holds on items that are currently checked out, and can place more
on-shelf holds tomorrow.

Library staff can override the limit in staff mode.
