Large project: 

Since there is always discussion/argument around the accessibility of the
default koha templates, should we create a 2nd set of templates specifically
designed/maintained for maximum accessibility (no JS, screen reader friendly,
etc.)?

My thinking is that it might enable us to do some of the more fancy ajax tricks
on the default UI, but still be accommodating to people with special needs.

I think if this is considered, we will need to figure out a way to allow each
user to select the UI they want to see.
