I sent a small patch which relates to this to not show the warning unless the
patron fines are over some predefined amount - say $5 or $10 which is set with
a syspref

What is described for the granular fines seems ambitious! We just need
something to work for now, and it is just a few lines added / changed. 

I just sent a small fix.
