I propose a change to the branch transfer limit interface to add finer control
via bulk selection tools. "Check all" is good, but possibly impractical for a
library with many branches and collection code/item types. My patch adds
selection by row and by column, as well as check/uncheck/toggle all for
individual ccode/itype tables. The patch also breaks the single large table
into tabs for each ccode/itype. The attached screenshot shows an example of the
results of selecting a whole row and a whole column.
