I think there's a difference between displaying a patron's name by itself and
displaying it in a list. Everywhere else where we list patrons, we list them in
order by last name. For instance, the circulation autocomplete dropdown, the
list of suggestions in circulation if you search by name. And I think Nicole is
right: the search by letter links search *surname* for '[letter]%'. It only
makes sense to order by "surname, firstname."
