budget planning

There is a pull down at the top of the Budget Planning page that lets you pick
'Select planning type' -- but picking a plan from the pull down doesn't change
the page - you have to choose the same thing from the 'Budget Planning' button
at the top instead. 

So either we don't need the additional pull down - or we need the additional
pull down to work.
