holds error

While in the staff client, any item that I try to place a hold on (with any
patron) gives me the same error (see attached).

It tells me the patron has too many holds even if they have none.  It also says
there are no items that can be put on hold - even though I already have holds
on some of them or had holds on them in the past before the upgrade.
