Proposed cart link appearance

The hover-triggered cart message is too obtrusive in the environment of the
staff client. I propose to remove the hover behavior, style the cart to match
the existing menu links, and change the way informational messages are
triggered:

1. The message about contents of the cart will not show on hover
2. The message will appear if you click the link when there is nothing in your
cart
3. The message will appear when you add something to your cart.
