Proposed new layout, showing expanded filter form

Since the filter forms take up a lot of space I made their containers collapsed
by default. This is a somewhat new kind of interaction when it comes to the
staff client interface, so I wanted to get opinions on whether the behavior is
clear enough from the appearance.
