Proposed patch

This patch rearranges the links in the tools menu and sidebar menu into 3
categories - (patrons and circulation, catalog, additional tools.)

It also adds 2 links to the sidebar menu that were missing. (CSV and Quick
Spine Label).

I also changed the links so that they were consistent in regards to
capitalization.  Some had every word capitalized and some had the first word
capitalized.  I tried both ways and the first word capitalized seemed more
pleasant visually. IMO. (This is also an inconsistency on the admin menu.)
