When a budget is locked it is showing an X in the locked column - indicating
not locked - and then when it isn't locked there is no icon there - I would
think there should be a check when it's locked and an X when it's not.

When a budget is active it shows a check mark and when it's not active it shows
nothing.  It should show a check if it's active and an X when it's not.
