I have gist sys pref set to .09 and I have my vendor's GST set to 12% -- but
the order is using the value from the sys pref and ignoring the vendor value. 
I would think that the sys pref should be the default -but should be overridden
by the vendor value if one exists.  

If you can't have both set then we should make it so that you can't set a
vendor gst if there is a sys pref value set.
