Just confirmed on a customer site. If you add a public list via the Koha staff
client you cannot delete it from the staff client. 

The system looks and acts like it is deleting it but the list still appears in
the list of Lists after the fact.

The only way/workaround to do delete a public list from the staff client right
now is to make it a "private" list first then delete it but one should not have
to go through these hoops to do this.
