Koha warns you if a patron has overdues by displaying a message on right half
of the screen: "Attention: Overdues: Patron has ITEMS OVERDUE. See highlighted
items below."

hdl, are you suggesting that the librarian should have to confirm checkouts for
any patron who has overdues, just as we have to confirm something like
overriding a checkout limit? ("Too many checked out (already checked out / max
: 10) Yes Check Out? No, Don't Check Out").

In my opinion, that's what the debarred status is for. If the librarian
shouldn't check out to someone they should be debarred. I'm assuming that's
what you're referring to Cookie? There is an option to lift the debarment from
the circulation screen, but I know some libraries might like it if that could
be done only for the current session.
