I could be missing some background on the history of the debar flag, but I
think there can be a useful distinction between manually blocking a patron via
the debar flagging and automatically blocking a patron because of a transitory
condition (such as having overdues, or more than a specified number of them)
that should go away once the patron has corrected the problem.
