We've always wondered what would be required to automatically unrestrict
patrons who had returned all their overdue items. The trouble is that with just
the debar flag there's no way to tell whether a patron has been debarred for
overdues or whether the debar flag was set by a librarian manually. 

Galen, are you proposing that Koha have another kind of flag that would be set
only for a "transitory condition," or do you propose that circulation.pl alone
check for those conditions. If the latter, how do those get defined?
