This syspref apparently does not affect the OPAC at all.  At least the
description altered to communicate it's incredibly limited area of effect:

~ INDY Branches
~ STAFF interface
~ Item-level holds.

But even that is silly, since a title level hold could end up getting the same
item from the other library.  Therefore, canreservefromotherbranches should be
removed and obliterated.
