This bug report is not consistent with behavior in 3.0100012.

Fines are charged from /cgi-bin/koha/catalogue/moredetail.pl (to if:
 ~ replacement cost exists, and
 ~ patron has not already been charged for the same item.

If you were testing repeatedly and only later realized that the item didn't
have a replacement cost, went back and filled one in, and went back to testing,
then you would not see subsequent fines to the same patron after the first
$0.00 fine.

In general, I think staff should not be setting the Long Overdue (Lost) status
manually since that is designed to be applied by the longoverdue.pl cronjob. 

Severity should be downgraded, possible WORKSFORME resolution.  Please confirm.
