I need to be able to set the % discount for rental loans, in a column in the
issuing rules. This works in Koha 2.x and I need to set it in Koha 3.0 as well.

For example:

Elderly get a 20% off all rental charges
Blind get 100% discount off rental talking books
Deaf get 100% discount off rental DVDs
Staff get 100% off everything
