When you try to issue a serials claim the email is not being sent and the
subscription record is not updated.

Causes appear to be:
  Invalid SQL in C4/Serials.pm

  Value of op is not being set correctly when clains.pl is called.

Problem also present in stable release

Will submit patches when they are tested
