This isn't a bug (in MARC21 at least).  Within the major blocks, correct order
<> tag order.  For instance, 5xx fields should be in the order specified in
AACR2 and 6xx should be in order of importance as determined by the cataloger
assigning subjects.  What we really need is a mechanism in the interface for
catalogers to change the order of fields.
