I've been troubled by the whole messaging option in the OPAC for a while.  I
think there should be options to control (a) whether the messaging tab is
visible at all (I had to brute-force a screen change to disable it) and (b) an
option to turn on/off each individual messaging setting.  The library should be
able to control what is available for patron use.
